Cinder is capable of provisioning volume storage for virtual machines using Nova.

Avoids Backend Limitations
OpenStack’s Cinder enables users to create volumes in Ceph, which provides snapshot management functionality for backing up data stored on block storage volumes that can be restored or used to create new block storage volumes.

As opposed to manually maintaining a set of codes for each service, users only need to keep one. They can use Cinder for the management of all their provisioning and deleting needs.
